Effective September 15, 2024, the Entra Admin Center<\/strong> and the Azure Management Portal<\/strong> will no longer<\/strong> serve for license<\/strong> assignments<\/strong>. From now, administrators will only be able to use the<\/strong> Microsoft 365 Admin Center<\/strong> to assign licenses.<\/p>\n

Reasons for the Change<\/strong><\/h2>\n

Microsoft wants to simplify the license management process<\/strong>. By consolidating license assignments into the Microsoft 365 Admin Center, administrators can benefit from a more unified and intuitive interface. This reduces the complexity of managing licenses across different platforms.<\/p>\n

No changes in functionality<\/strong><\/h2>\n

The update does not result in any loss of functionality. The changes are limited to the user interface. Application Programming Interface (API) and PowerShell access remain unaffected.<\/strong><\/p>\n

Changing Role Requirements for Group Assignments<\/strong><\/h2>\n

To assign licenses to a group<\/strong> via the Microsoft 365 Admin Center, the admin must have the License Administrator<\/strong> role. Group Administrators can still assign group-based licenses using the API and PowerShell. Alternatively, you can change the role from Group Administrator to Licenses Administrator in order to assign group-based licenses from the Microsoft 365 Admin Portal.<\/p>\n

Group Licenses<\/strong><\/h2>\n

The admin portal<\/strong> does not provide functionality to reprocess group licenses<\/strong>. The \u201creprocessing\u201d button was initially introduced to address issues with conversion between user and group-based licensing. Administrators can still reprocess<\/strong> users via Microsoft Graph and PowerShell<\/strong> using the following options:<\/p>\n

Non-Microsoft 365 users<\/strong> now need to transition to<\/strong> managing licenses through a Microsoft 365 Admin Center account<\/strong>.<\/p>\n

License consumption<\/strong> and utilization<\/strong> can still be viewed in the Microsoft 365 Admin Center <\/strong>under Billing<\/strong> -> Licenses<\/strong>.<\/p>\n

Are license assignment audit logs affected?<\/h3>\n

Partially<\/strong>. You can still see all assigned licenses in the Microsoft Entra<\/a> Admin Center. However, there is no detailed group license assignments logging in the Microsoft 365 Admin Center.<\/p>\n

Can I assign licenses to guest users?<\/h3>\n

Yes, you can assign licenses to guest users. This can be done through the Microsoft 365 Admin Center by navigating to the Active users<\/strong> page<\/strong> and selecting the guest user you want to assign a license to.<\/p>\n

What happens if I delete a user account that has an assigned license?<\/h3>\n

When you delete a user account, the license assigned to that user becomes immediately available<\/strong> for reassignment to another user. This helps in efficiently managing and reallocating licenses within your organization.<\/p>\n

Are there any limitations on the number of users I can assign licenses to at once?<\/h3>\n

Yes, the Microsoft 365 Admin Center<\/strong> allows you to assign or unassign licenses for up to 20 users at a time<\/strong> on the Licenses page. For bulk assignments<\/strong>, consider using PowerShell<\/strong> or Microsoft Graph API<\/strong>.<\/p>\n

How do I verify that license assignments have been successfully completed?<\/h3>\n

You can verify the status of license assignments in the Microsoft 365 Admin Center by navigating to Billing<\/strong> > Licenses<\/strong>. The License details page will show the status of the assignment operation for each group or user.<\/p>\n
